In Chad a couple of years ago we were puzzled by the daily stream of disabled people crossing the border from Cameroon into Chad. They were virtually all young men, each in a wheelchair which they “pedaled” and steered by cranking a bicycle-like mechanism with their arms. What was curious was that these fellows were always heavily burdened with goods heaped on their wheel-chairs. When we asked about it, we learned a curious thing. As a compensation to the many young men who were injured in Chad’s long wars, a law was passed allowing the disabled to import the goods they carried into the country duty-free. Thus, a kind of importation business sprang up among this legion of disabled guys. What a paradox to see the wheelchair-bound disabled doing the heavy hauling. But also, what a novel way of helping these guys be productive and earn a living.
